I can only get a 1280x720 stream (or ch00_0 will give 640) so I doubt it is truely 1080p.

It can be set up with the V380 app in the android play store. I set it up with a static IP.
Turn camera off, insert the micro sd card, boot camera, wait a while, turn camera off, remove sd card, boot camera. (Voice prompt changes and says something in chinese as well as the usual English info)
After that, the camera updated and RTSP port was now open.
This is the url I used “rtsp://xxxx:xxxx@192.168.0.xx/live/ch00_1” to view it in VLC
It didn't need a password (I haven't gone back yet to set one)
Deletions:
I used a Kingston 32gb micro sd card.
Turn camera off, insert the micro sd card, boot camera, wait a while, turn camera off, remove sd card, boot camera.
After I had done that, the camera updated and RTSP port was now open.
This is the url I used “rtsp://xxxx:xxxx@192.168.0.xx/live/ch00_1”
you can put that url in to FFMPG(H264) in Ispy and it works too.
